• Provide one way of breaking a design down into its constituent parts - systems, sub-systems and equipments.

• Enable costs to be allocated to capabilities so that the owner knows what each costs.

• Provide a framework for the tests and trials that will be needed to establish that the requirements have been met.

In using the diagrams in these ways it is important that the interfaces are clearly defined to ensure nothing is omitted or duplicated. Rules are needed on how those elements supporting more than one capability are to be dealt with. Going on one step they provide a vehicle for defining packages of responsibility that can be delegated to individuals in the design and construction teams. That is, they provide a useful management tool.
