Convergence and divergence are processes that can take place alongside one another, but also at the same time. Furthermore, these processes can take different shapes and represent different standpoints. They can have varying degrees of importance at different times during the development process. The institutional conditions under which railway station redevelopment takes place can be extremely important. National planning systems, political and cultural conditions respond in different ways to similar planning problems such as those that occur in railway station redevelopment. In this section we first consider the national planning systems (section 4.2.1). Then we look into more or less similar pressures originating from the institutional conditions that influence the redevelopment of railway station areas throughout Europe (section 4.2.2).
