This building is very similar in plan to the State of Illinois Center, a large circular atrium, lit from above. The offices are entered off a circular gallery on each floor. These are accessed by a helical stair with lift on either side.

The stair consists of dark grey steel strings to which metal brackets are welded; the brackets support circular glass pads on which the translucent glass treads rest. The galleries are of similar construction and are enlivened and become luminous from lamps at the edges which glow in their own right.
